Conflicts of Interest

Is there a rule for conflicts of interest? Like can a builder buy a blower door for themselves, get ATTMA trained, and test their own houses? Who would have jurisdiction to decide if that's a conflict of interest? It seems a regulatory question, and not one that ATTMA must decide. For example I know that Passive House allows some projects to be tested by the people who designed or certified them.

RESNET in the U.S. has a standard disclosure form that they use to disclose any potential conflicts of interest.

Hey Sean Enduro get SUHO to do their tests instead of me to avoid that conflict of interest thing. Seems to be just a matter of ethics in Australia right now but agree we should all get on the same page with it. Having said that, the data doesn't lie and if the EAs are uploaded with the file upon lodgement then who the tester is shouldn't be too much of a big deal.

In the UK testers have to declare when they are testing buildings which they have a conflict of interest so that we can choose to turn up and witness the test. Failing to do this results in warnings followed by removal from the scheme.

Is the declaration of conflicts of interest easy to do? For example part of the Lodgement process or part of the Lodgement app? Or is it a "paper" form that must be signed/submitted?
