ANZ Old Legacy Lodgements - can a tester add older tests and not incur a Lodgement fee?

Can a new tester add older tests and not incur a Lodgement fee? Examples:
- Tests from before Lodgement for ATTMA ANZ started charging fees on 1 Jan 2021
- Tests from before they joined ATTMA became a Registered Tester

Yes. It creates work for ATTMA to review the tests and manually mark them as excepted from Lodgement fees, but yes we want the data.
